# 背景
1967年以来、情報公開法（FOIA）は、国民にいかなる連邦政府機関の記録への閲覧請求権を与えています。この法律は、国民が政府の情報を知ることを可能にする法律としてよく説明されます。連邦政府機関は、個人情報の保護、国家安全保障、法執行などの利益を保護する9つの例外事項に該当しない限り、FOIAに基づく情報開示請求に応じて情報を開示する必要があります。議会、大統領、最高裁判所が認識しているように、この法律は我々の民主主義の重要な部分です。
FOIAに基づく請求は、いかなる機関の記録に対しても行うことができます。また、記録を受け取りたい形式（例えば、印刷版または電子版）を指定することもできます。この法律は、機関が請求に応じて新たな記録を作成したり、調査を行ったり、データを分析したり、質問に答えたりすることを義務付けていません。各連邦政府機関は、請求に応じて自らの記録を処理します。現在、FOIAの対象となる機関は100機関あり、数百の事務所がFOIA請求を処理しています。
