# 背景
大統領は、連邦政府の支援が必要と判断したあらゆる場合や事例において、緊急事態を宣言することができます。緊急事態宣言は、生命、財産、公衆衛生、安全の保護などの緊急サービスを提供する際の州政府、地方政府、またはインディアン部族政府の取り組みを補完するものであり、あるいは米国のいずれかの地域における大災害の脅威を軽減または回避するためのものです。単一の緊急事態に対して提供される支援の総額は、500万ドルを超えてはなりません。
大統領は、ハリケーン、竜巻、嵐、高潮、風による海水の押し寄せ、津波、地震、火山噴火、地滑り、土石流、吹雪、干ばつなどのあらゆる自然災害、または原因を問わず、火災、洪水、爆発など、大統領が州政府と地方政府の総合力では対応できないほどの甚大な被害を引き起こしたと判断した事象に対して、大災害を宣言することができます。大災害宣言により、個人や公共インフラに対する幅広い連邦支援プログラムが提供され、緊急作業と恒久的な作業の両方に対する資金も含まれます。
