# 背景
グローバルオープンデータインデックスは、世界各国のオープン政府データの状況を測定するための毎年恒例の取り組みです。このクラウドソーシング方式の調査は、オープン定義に基づいて特定の政府データセットのオープン性を評価するように設計されています。
グローバルオープンデータインデックスは、各国のオープンデータ提供に関する公式の政府発表ではなく、市民の視点からの独立した評価です。これはオープンデータに関する市民社会の監査であり、政府に測定ツールと基準を提供することで、国内および国際的なオープンデータエコシステムについての議論と分析のためのベースラインを与え、オープンデータに関する政府の進展を可能にします。
グローバルオープンデータインデックスは、世界中のオープンデータの勢いを維持する上で、また市民社会ネットワークを集めてこのデータを利用し協力する上で、強力な役割を果たしています。政府やオープンデータの実践者は、このインデックスの結果を見ることで、自らが公開しているオープンデータが市民にとって実際にどれだけアクセスしやすいかを確認し、オープンデータを真にオープンで有用なものにするためにどこを改善する必要があるかを見つけ、年々の進捗を追跡することができます。
