# 背景
アメリカの犯罪は増加しているのか、それとも減少しているのか？ その答えは政治家が言うほど単純ではない。なぜなら、FBIが国内の1万8000以上の警察機関から犯罪データを収集する方法が原因だ。FBIが自発的に参加することを選んだ機関からの報告書をまとめるのに数ヶ月または数年かかるため、全国的な推計値は一貫性がなく、時代遅れになる可能性がある。
このギャップを埋めるために、マーシャル・プロジェクトは、人口25万人以上の68の警察管轄区域において、FBIが暴力犯罪として分類する4つの主要な犯罪（殺人、レイプ、強盗、暴行）に関する40年以上のデータを収集し、分析した。我々は、FBIがまだ公開していない2015年の報告書を、そのうちの61の管轄区域から直接入手した。我々は、FBIがその年に推定した人口を基に、管轄区域内の住民10万人あたりの各犯罪カテゴリーおよびすべての暴力犯罪の犯罪率を計算した。2015年の一人当たり犯罪率を計算するために、2014年の推定人口を使用した。
