# 内容
シングラネリ・リチャーズ人権データベースには、1981年から2011年までの200以上の国における、国際的に認められた15の人権に関する政府の認識に関する定量的な情報が含まれています。これには、拷問、即決、失踪、または政治的信念のための投獄から免れる権利などの身体的完全性の権利を行使したい市民を許可または妨げる政府の慣行の尺度が含まれます。また、言論の自由、結社および集会の自由、移動の自由、宗教の自由、政府首長の選出に参加する権利などの市民的自由、雇用権、そして政治的、経済的、社会的に平等な扱いを受ける女性の権利も含まれます。このデータベースは、人権侵害の原因と結果に関する理論を検証したい学者や学生、民主化、経済援助、軍事援助、構造調整、人道的介入などの様々な制度変化や公共政策の人権への影響を推定したい政策立案者や分析家が利用するように設計されています。
人権慣行に関する情報の主なソースは、米国国務省の年次人権慣行国別報告書から取得されています。コーダーには、すべての変数についてこのソースを使用するよう指示されています。「身体的完全性の権利」として知られる4つの権利（即決殺害、失踪、拷問、および政治的投獄からの自由の権利）については、コーダーは国務省の報告書に加えて、アムネスティ・インターナショナルの年次報告書も使用します。2つのソース間に不一致が存在する場合、コーダーはアムネスティ・インターナショナルの報告書を信頼できるものとして扱うよう指示されています。一部の学者は、この手順が米国の同盟国に有利な潜在的なバイアスを取り除くために必要であると考えています。
