# 内容
腐敗認知指数（Corruption Perceptions Index）は、各国・地域の公的部門がどれだけ腐敗していると認識されているかに基づいて、各国・地域を評点付けし、ランキング付けします。これは複合指数であり、様々な信頼できる機関が収集した腐敗に関する調査や評価を組み合わせたものです。腐敗認知指数（CPI）は、世界で最も広く使われている腐敗の指標です。
腐敗は一般に、故意に隠され、スキャンダル、調査、または起訴を通じてのみ明らかになる違法行為を含みます。確かな実証データに基づいて、各国や地域の腐敗の絶対レベルを評価する意味のある方法はありません。そのような試み、例えば報告された賄賂の比較、起訴の数の比較、または腐敗に直接関連する裁判例の研究などは、腐敗レベルの決定的な指標とは見なすことができません。それらはむしろ、検察官、裁判所、またはメディアが腐敗を調査し、暴露する上でどれだけ有効であるかを示しています。公的部門の腐敗について評価できる立場にある人々の腐敗認識を把握することが、各国間の相対的な腐敗レベルを比較する最も信頼できる方法です。
